UK Gambling Commission Launches Consultation on Mandatory Loss Limits for Online Slots
21 September 2026
After a series of consultations and legislative steps, the UK Gambling Commission has finally implemented new stake limits for online slots. The measures, which took effect on 30 August 2024, cap individual stakes for adults over 25 years old at £5 per game cycle on online slots, while those aged 18 to 24 are restricted to a maximum stake of £2.
The online slots stake limit was proposed back in 2023, following a consultation held the previous year. The 2022 consultation, launched alongside a discussion on financial risk checks, sought input on the introduction of a maximum stake for online slot games. The government's white paper had previously labeled online slots as a high-risk gambling product, frequently linked with significant losses, prolonged gaming sessions, and problematic gambling behavior.
Stake Limits & Age Differentiation
The stake limit consultation considered four options: £2, £5, £10, or £15 per spin. In addition, the consultation proposed giving 18-24-year-olds special protections, which could include a £2 stake limit, a £4 limit, or making operators treat age as a risk factor to employ or consider mitigations case-by-case.
Ultimately, the government decided on a £5 stake limit for over-25-year-olds and a £2 limit for 18-24 year-olds. The final decision reflected a balance between protecting the most vulnerable gamblers and maintaining a "balanced and proportionate approach to tackling gambling harms," in the words of GPs Minister Victoria Atkins.
The UK Gambling Commission's guidance makes it clear that the online slot limits apply only to slot machines, not to general casino products like roulette or blackjack. In addition to stake limits, the regulator has mandated that operators display real-time losses and wins, as well as the length of a player's gaming session, in a bid to increase transparency.
Loss Limits Debate
The commission's online slot stake limit guidelines are distinct from a 2022 Gambling Commission proposal for compulsory loss thresholds and a two-second minimum spin speed, a separate proposal. As of today, there is no indication that such a measure has been enacted, and no reference to it appears in the government-provided consultation documents.
The stakes have been raised for gambling operators in the UK. Online slots, which previously carried no statutory stake limits before the latest round of reforms, must now operate under a stricter regulatory environment. All online gambling firms in Great Britain are subject to the new stake limit licencing conditions, which the Gambling Commission will enforce.
Other gambling products, such as roulette and blackjack, are still not subject to equivalent statutory stake limits. From a compliance standpoint, operators should plan for age checks and transparency reporting, as well as stake limit checks on online slots, as the new rules roll out this autumn.
